Managing a website is about managing your time. set aside some time to update content, do some research and reply to comments. yes, and also to interact with other sites of your interest. otherwise it might be a lonely journey.
Starting a blog of your interest is not difficult. Blogger is an easy platform to use, and if you know some basic HTML, it is even easier. Or you may explore other platforms like Wordpress or Tumblr. The difficult part is maintaining/managing the site. But if you are already writing a diary, i think there won't be much problems.
